This vignette expresses the view that 'Merit-Based' advancement will result in a best qualified work force. Merit-Based needs to be the primary focus. A best qualified merit based approach must come first before diversity, equity, inclusion and seniority factors can be effectively applied - if you want a top performance organization. For example, the deep selection and pass over decisions of promotion boards attempt to accommodate merit based accomplishment within the seniority needs of the chain-of-command.
