Abstract

This capstone project addresses regulatory compliance challenges under the Clean Water Act (CWA), which prohibits Coast Guard units from washing vessels or buoys in a manner that allows untreated wash water to discharge into surface water. Although routine washing and maintenance are essential to mission readiness, most Coast Guard facilities lack the infrastructure needed to contain and collect wash water, placing many units at risk of noncompliance despite limited enforcement actions. To support improved compliance, one project approach focuses on designing a wash-water collection system for Coast Guard Sector Long Island Sound.
